Authorizing the City Manager to award a construction contract for the decommissioning of the Historic Water Tank site through Basic IDIQ utilizing their TIPS contract in the amount of $110,691.53.
Summary
The City’s original elevated storage tank that is located on the corner of 2nd Street and Hoopes Avenue is still connected to the City’s water system and still has components of the facility that have been abandoned-in-place. This water tower served as the City’s only elevated water storage tank for many decades before being isolated from the City’s water system in the 1990’s. While the tank was isolated from the water system, it was never completed disconnected and the original cinder block buildings that used to house chemical feed equipment and booster pumps still remain. In early 2020, an inspection of the tank site confirmed that the elevated storage tank is still structurally sound and does not show any signs of structural deterioration. This construction contract will demolish the cinder block buildings and foundations as well as the two ground storage tanks that are both out of service as well. As part of this construction contract, the non-shared fencing will be taken down to prepare the site for eventual public use of the space as needed around the tank. This contract will completely remove all of the components on the site with the exception of the elevated storage tank. As part of this decommissioning, staff and the contractor will be working with the neighboring residents to minimize any disruptions that they may experience due to the work being done while also leaving any shared fencing that is currently being shared by both properties. Since this area is planned to be an extension of the Old Town Park in the future, the elevated storage tank will remain in place since it is still structurally sound and serves as a reminder of the origins of the Pflugerville water system and how far it has progressed since the tank was constructed in the 1930s. This item was budgeted in the FY21 Utility Administration budget for a total amount of $125,000.
Basic IDIQ currently has a Job Order Contracting agreement through TIPS which has already gone through vigorous competitive bidding for the agreement to be awarded. This agreement ensures that member organizations, such as the City of Pflugerville, procure services that already meet governmental procurement requirements to comply with State law. The TIPS agreement also protects member organizations by providing only qualified contractors that have a proven track record of exemplary completed work and that must keep that record in order to stay a qualified contractor through TIPS. The City has procured several contracted services through TIPS agreements which has proven to be a very useful procurement tool for various departments across the City. Basic IDIQ has completed various smaller projects for the City and has always done a very exceptional job on both the work that was to be performed and ensuring that the City receives the best service at the best possible value.
