Conduct a public hearing and consider approving on first reading an ordinance of the City of Pflugerville, Texas, amending Title XV Land Usage, Chapter 153 of the Code of Ordinances of the City of Pflugerville, Texas, by amending the Aspire Pflugerville 2040 Comprehensive Plan adopted by the Ordinance No. 1545-22-04-26, to incorporate the Pflugerville Pforward Master Mobility Plan; providing for repeal of conflicting ordinances; providing for severability; and providing an effective date.
Summary
In the Spring of 2024, Kimley-Horn was retained to establish a Mobility Master Plan which updates the Transportation Master Plan (last updated in 2020) and the Trails Master Plan (last updated 2014) into a single document for purposes of establishing a unified transportation network in the community. Throughout 2024 the public was engaged through a travel preference survey (on-line and physical options) with an accompanying interactive map, social media posts and mentions by the City Communications Department, in-person engagement at six community pop up events, meetings with partner jurisdictions, presentation to the development community, worksession with City Council, presentation to Planning and Zoning Commission, and presentation to the Parks and Recreation Commission. A Technical Advisory Committee consisting of 11 City Council selected representatives met seven times to discuss and review each component of the plan, providing invaluable feedback and representation of the community. The Technical Advisory Committee early on established a vision for the Mobility Master Plan which "strives to create a sustainable network for multiple transportation options that enhance safety, connectivity, and resiliency for the Pflugerville community and its visitors". The committee formulated goals which focused on safety to reduce injuries, being effective at relieving congestion, providing travel options through different modes of transportation and connections, being well-connected through linkages, enhancing awareness of projects through effective communication, and establishing partnerships to create a regional system. An unofficial outcome of the discussion was a theme of creating options for options.
The result of the hard work by the Technical Advisory Committee and public through the engagement experiences is a proposed mobility plan that includes an update to the trails and roadway maps with enhanced connectivity provided throughout the city limits and extraterritorial jurisdiction (ETJ) to further the 10-minute neighborhood concept envisioned in the Aspire Pflugerville 2040 Comprehensive Plan. Roadway cross sections were updated to improve safety by reducing arterials to only 4-lane divided roadways to allow for an increase in safety while increasing the number of connections throughout the community. The focus on increasing connectivity, particularly with collector roadways, will aid in reducing congestion by lowering the vehicular reliance on the larger arterial roadways for navigating the community. The updated cross sections also include enhancements to the bike lanes and sidewalks to improve safety for walking, rolling, and biking. Bike lanes were introduced in the 2019 Transportation Master Plan as dedicated, on-street lanes. The proposed plan relocates the bike lanes from being located on-street to dedicated off-street lanes that are independent of the travel lane and sidewalk systems. The adjusted lanes will ensure bikes have a safe assignment in the overall street network, while also offering the potential for "future proofing" should the City Council pursue future policies which consider the use of lower speed vehicles.
As the Trail Capital of Texas, trails are proposed to be increased from the current 1.9 miles to 3.7 miles of trail per 2000 residents through the use of on-street and off-street trail networks. The "Spine", "Loop", and "Arm" classifications from the prior Trails Master Plan were retained to distinguish the different types of trails provided throughout the community and are reflected in the plan as both on-street and off-street trails. The Spine trails are the main trails that provide connectivity from one end of the community to another, while Loop trails provide connections between the Spines and provide opportunities for circling a smaller area of the community. The Arm trails are the links that serve as additional connections to the larger trail system from origin or destination points and may serve as trail heads. The updated plan includes and clarifies planned connections to neighboring jurisdictions to ensure the trail system continues to advance toward a regional network.
A list of future projects for trails, roads, and intersections have been included for consideration with future capital improvement plans. The project list does not provide a specific priority ranking of projects, but instead notes projects that were identified as a higher priority to meet the goals of the plan. Lastly, additional recommendations for implementation including policy suggestions have been included to assist with the "next steps". The proposed plan is an extension of the Aspire Pflugerville 2040 Comprehensive Plan and incorporates the guiding principles to ensure the plan improves connections and opportunities for all to equitably and efficiently move around the community in a safe and healthy manner.
