Summary
This agenda item requests approval to award a construction contract with S.J. Louis Construction of Texas, Ltd. in the amount of $56,665,407.35 associated with the Secondary Colorado River Raw Water Line - Package 3. This item supports the Infrastructure pillar of the Strategic Plan.

The Secondary Colorado River Raw Waterline project includes improvements to the Colorado River Intake Pump Station (Package 1 and Package 2) and approximately 15 miles of 42-inch water pipeline (Packages 3 and 4), to allow for increase transfer in water supply from the Lower Colorado River Authority (LCRA). The City through a revised agreement with LCRA has increased its annual allotment from 12,000 acre-feet per year to 24,000 acre-feet per year. Package 3 specifically includes approximately 10 miles of 42-inch pipeline in Travis County.

 

Advertisement for the project on the basis of most responsible bidder who provides the best value to the City of Pflugerville began on July 31, 2024. The City received and opened bids and read aloud for the project on September 5, 2024, at 2:00 PM. Five (5) bids were received for the Project. S.J. Louis Construction of Texas, Ltd. is the recommended bidder who provides the best value to the City. The design engineer has performed a reference check and staff concurs with this recommendation.

The proposed construction duration is anticipated to be 570 days.

 

Prior City Council Action
On February 12, 2022, City Council approved a Professional Services Agreement with Frese and Nichols, Inc. in the amount of $7,309,766 for design and bid phase services associated with the Secondary Colorado River Raw Water Line project.

On October 10, 2022, City Council approved a Professional Services Supplemental Agreement with Frese and Nichols, Inc. in the amount of $72,515 to provide construction phase services associated with Package 1 of the Secondary Colorado River Raw Water Line project.

On May 14, 2024, City Council approved a Professional Services Supplemental Agreement with Freese and Nichols, Inc. in the amount of $1,982,815 to provide construction phase services and easement acquisition services associated with the Secondary Colorado River Raw Water Line project.

On June 25, 2024, City Council approved a Professional Services Supplemental Agreement with Freese and Nichols, Inc. in the amount of $223,306 to provide environmental services associated with the Secondary Colorado River Raw Water Line project.
