Approving the selection of CobbFendley & Associates, Inc. for professional engineering services associated with the water line rehabilitation projects identified within the Water Master Plan and authorizing the City Manager to execute a professional services agreement in the amount of $95,000.00.

 

Summary
In the City of Pflugerville approved 2020 Water Master Plan, water rehabilitation projects were identified as a result of a risk-based assessment of all water pipelines and certain water storage tanks to assist in the prioritization of recommended operations and maintenance improvements.  The proposed request is for approval for selection of consultant and approval for a professional services agreement with the City.  This project supports the 2021-2025 Strategic Plan #3 for Infrastructure, "Maintain infrastructure to ensure resiliency and operability at all times."

 

The City of Pflugerville solicited requests for qualifications (RFQ) from qualified engineering firms to provide professional engineering services associated with the Water System Rehabilitation Projects identified in the 2020 Water Master Plan. The objective of the RFQ solicitation was to identify and engage the most qualified consulting firm to assist the City in further assessing the twelve (12) identified Water lines Rehabilitation projects.


The City received eight (8) Statements of Qualifications (SOQs) from interested firms on August 26, 2021. A Selection Committee made up of City Staff reviewed and scored the SOQs based on the RFQ scoring criteria and unanimously agreed CobbFendley &  Associates (CFA) obtained the greatest score as the recommended consulting firm and no further interviews were required.

 

City Staff coordinated with CFA to provide engineering services and attached is a proposed professional services agreement (PSA). The engineering services will be provided in a two (2) phased approach, Phase 1 will include examination and review of each waterline to provide a condition assessment for determining actual repair needs as well as cost estimates. Phase 1 will establish a prioritized list in order of need to rehabilitate or replace each waterline project. Phase 2 will include the detailed design, bidding and construction administration services for each prioritized capital waterline project identified as part of Phase 1.

 

In the proposed PSA, CFA will provide condition assessment services for 12 water line projects as determined by the Water Master Plan developed by Freese and Nichols, Inc. This scope of services is for the initial Phase I. Some of the water lines are critical to the City’s operations and unplanned outages may create hardships for the City and its residents.  Some parts of the existing system will need to be evaluated for increased redundancy.  CFA’s primary objective for Phase 1 is to provide an in-depth data acquisition and analysis to develop a list of prioritized capital improvements for water line projects. CFA and City staff  will coordinate to develop the final list of projects. It is possible some segments evaluated will have recommendations for rehabilitation or replacement. The Phase 1 report is anticipated to be complete in February 2022.

 

Phase 2 will include implementation of recommendations in the Condition Assessment Report and City Staff will return to Council with future request for approval of engineering services.
