Title
Professional Services Agreement with Bridgefarmer & Associates, Inc. in the amount of $99,995.16 for field engineering services associated with the TR2307 Pavement Maintenance Program FY27 - Pflugerville Parkway Project.

Summary
Staff recommends approval of a Professional Services Agreement with Bridgefarmer & Associates, Inc. for field engineering services on an as-needed basis in support of the TR2307 Pavement Maintenance Program FY27 along Pflugerville Parkway.

On February 11, 2020, the City Council received the 2019 Pavement Report, which presented the results of an analysis of city roadway conditions. The report scored each roadway and recommended rehabilitation or preservation based on its Overall Condition Index. Through the City’s Pavement Maintenance Program, staff plans and budgets for both the rehabilitation of qualifying streets and the preservation of roadways with a satisfactory Overall Condition Index. Preserving roadways while they remain in good condition helps avoid more extensive and costly rehabilitation later. At its October 12, 2021, meeting, the City Council received a presentation outlining the Pavement Maintenance Program plan, including proposed rehabilitation and preservation projects. The program is now in its sixth year, and staff recommends approval of the planned FY27 preservation project for improvements to Pflugerville Parkway.

The proposed agreement covers approximately 12,890 linear feet of Pflugerville Parkway from 0.2 miles west of SH 130 to 0.2 miles west of N Heatherwilde Boulevard. Services include weekly coordination meetings, data collection (as-built/record plans, GIS, topographic mapping, and targeted mobile LiDAR or conventional survey of pavement, curb and gutter, sidewalks, ramps, utilities, and drainage), mill-and-overlay limits and typical sections, identification of localized pavement repairs, ADA sidewalk and ramp replacement limits with compliance grading, miscellaneous rehabilitation and traffic-control details, a stormwater pollution prevention plan, and responses to contractor RFIs and field changes. The agreement term extends through December 31, 2027, at a not-to-exceed fee of $99,995.16.
