Approving a construction contract with G2 CSi in the amount of $882,000 for construction services associated with Lake Pflugerville dam repairs and material storage building, and authorizing the City Manager to execute the same.

 

Summary

As part of the FY2024 budget, City staff allocated funding to perform repairs to the Lake Pflugerville dam and spillway structure and also allocated funding to allow for the construction of a covered storage area for material that is used for site work and emergency weather conditions. 

 

The repairs that are needed for the Lake Pflugerville dam were identified in the City’s Emergency Action Plan that was recently completed and submitted to TCEQ.  This analysis determined two critical areas for repair to ensure proper operation of the spillway structure.  One item was the removal of the vegetation and reinstallation of a proper rock riprap on the downstream slope of the dam.  Over time, this vegetation has been allowed to grow at the outlet of the spillway which as caused silt to build up and block the outlets of the spillway.  This vegetation allows for water to accumulate at the base of the spillway within the concrete stilling basin and allows weathering of the concrete stilling basin and erosion of the energy dissipators at the base of the spillway. This vegetation was identified in a recent TCEQ inspection as an area of concern as it can eventually create integrity problems with the stilling basin over time.  As part of the repairs to be completed this year, the vegetation will be removed from the base of the spillway which will allow for proper draining of the basin which will facilitate concrete crack repairs to be done next fiscal year.  This item meets the City’s Strategic Plan goal of maintaining infrastructure to ensure resiliency by ensuring that the dam and spillway are maintained in a manner that keeps the dam and spillway in great condition for many years to come.

 

The material storage area will allow for the proper storage of bulk materials that Public Works uses daily.  Currently, the material being used for site restoration and emergency operations is within two open bins that allow for rain to mix with the material which can negate the use of the material itself.  This is especially troublesome when we are needing to keep sand and salt dry for winter weather events and they become counterproductive when they have too much moisture within the mixture.  This also becomes a problem when we have pipe bedding material that needs to stay dry to stay consistent. This item meets the City’s Strategic Plan goal by both implementing plans to provide resilient infrastructure by allowing material to be readily available during emergency events while also allowing staff to maintain infrastructure to allow for operability at all times. 

 

The proposal being considered with this item is combining the two projects into a single construction project to have an economy of scale for general construction projects that don’t require significant design.  For the two projects, staff budgeted a total of $1,325,000 and the proposal that G2 CSi had for both items was for $882,000 which showed significant cost savings when compared to what the budget quotes staff received in 2023 for these projects when separated.  The proposal is accompanied by the City's standard Short-Form Construction Contract which has been used previously for other straight-forward construction projects.  G2 CSi has successfully completed similar projects with the City on a variety of other smaller construction projects and they are currently a HUB vendor with the State of Texas as a woman-owned business.
