Title
Authorize the City Manager to execute an agreement with Cobb Fendley & Associates, Inc. for design of the East Pecan Street Widening capital improvement project from SH130 to Cameron Road in an amount not to exceed $225,456.05.
 
Summary
The City of Pflugerville Engineering Department recommends Cobb Fendley & Associates, Inc. for the design of the East Pecan Street Widening project.  The project will include design for a three-lane collector roadway connecting SH130 to Weiss Lane and reconstruction of the existing two-lane road from Weiss to Cameron Road.  
 
Design services for the East Pecan Street Widening project are to be performed for an amount not to exceed $225,456.05 (refer to the attached Professional Services Agreement and Attachment 1: Scope of Services). Excluded in this contract are Construction Phase Services and Construction and Materials Testing.  The construction of East Pecan Street is contingent on the November 4, 2014 General Obligation bond election.  If the bond is approved by voters, a supplement to the design agreement will be needed to incorporate Construction Phase Services and Construction and Materials Testing.
 
The City Attorney has reviewed and approved the contract as to form.
 
Prior City Council Action
Cobb Fendley & Associates, Inc. was selected as the Engineering Consultant for this project on August 12, 2014.
 
Deadline for City Council Action
Staff is requesting approval on October 14, 2014 to maintain schedule.
 
Projected Future City Council Action
If bond funds are approved by the voters, approval of a construction contract and supplement to the design agreement to incorporate Construction Phase Services and Construction and Materials Testing.
 
Fiscal Impact
Design funds for this project are being taken from the existing capital improvement funds.
 
Staff Recommendation
Staff recommends approval for City Manager to execute an agreement for Professional Services with Cobb Fendley & Associates, Inc. in an amount not to exceed $225,456.05.
