Summary

Approval of a Professional Services Supplemental Agreement (PSSA) No. 5 with Burns & McDonnell Engineering Company, Inc. in the amount of $91,851.89 for Bid Phase and Construction Phase Services associated with the Intersections II Project - SH 130 (Copper Mine Overpass) and FM 685.

 

The supplemental agreement provides additional professional services necessary to complete bidding support, construction coordination, and project management required to deliver the revised 100% plan set and support the project through the construction phase and addresses the minor changes to the scope over time due to changing ground conditions, right of way and TxDOT’s new standards that were implemented and became a requirement mid design. This money is coming from contingency funds and is not being taken from other projects.

 

This supplemental funding will support tasks including preparation of conformed contract documents, management of addenda, attendance at pre-bid and bid opening events, bid tabulations and recommendation of award, construction meetings, site visits, responses to Contractor Requests for Information, change order evaluations, monthly reporting, record drawings, TxDOT permitting coordination, and other engineering services needed to advance the project to construction.

 

The original Professional Services Agreement and previously approved supplemental agreements included conceptual design, final engineering design, utility services, public involvement, permitting, project management, and construction-phase support for the intersections of SH 130 (Copper Mine Overpass) and FM 685, and E. Pflugerville Parkway and FM 685. Over time, changes in direction from the City, added alternatives analysis for Pflugerville Parkway, TxDOT requests for design modifications, and extended periods of project inactivity increased the need for additional effort beyond prior allocations.

The cumulated amount from the Agreements is greater than the budgeted amount, as the level of effort was combined to provide services for the intersection as part of TR2009 FM685 and Pfennig, reflecting the expanded scope, additional alternatives analysis, extended review cycles, and City directed design modifications necessary to advance the project. The budget difference is located in TR2009 spent to date.

 

The project scope includes intersection improvements featuring a four-lane roadway with additional turn lanes and a raised median, a shared-use path (SUP), relocating right-turn lanes, and related pedestrian safety improvements.

The total project cost is $3,662,337 with $648,047 budgeted for design. This includes approximately 0.63 miles (3,315 feet) of additional roadway and 0.41 miles (2,188 feet) of shared-use paths and crossings.

This item is supported by the Mobility Infrastructure and Connectivity pillar of the Strategic Plan.

 

Prior City Council Action

Professional Services Agreement: Executed July 15, 2021 for the Intersections II conceptual design in the amount of $224,335. (TR2009 and TR2010)

 

Professional Services Supplemental Agreement No. 1: Executed September 16, 2022 in the amount of $767,795 to add final engineering design for the intersections of SH 130/FM 685 and safety improvement review of E. Pflugerville Pkwy/FM 685. (TR2009 and TR2010)

 

Professional Services Supplemental Agreement No. 2: Executed May 9 for $0 to redistribute sub consultant budget to cover additional alternative analysis services requested by the City.

 

Professional Services Supplemental Agreement No. 3: Executed October 30, 2023 in the amount of $204,313 for roadway, traffic, project management, utility, and public involvement scope to continue improvements at both intersections. Additional funding was needed due to expanded alternatives analysis and evolving City direction.

 

Professional Services Supplemental Agreement No. 4: Executed January 1, 2026 in the amount of $81,784 to add final roadway design, project management, bid phase, construction phase services, and permitting for SH 130/FM 685. Remaining contract value ($104,911.05) was reallocated from unused sub consultants.
