Discuss and consider action to award a construction contract for the High Services Pumping Station Expansion from 17.14 mgd to 25.71 mgd and Colorado River Pump Station Improvement Projects to Legion Development Inc., the lowest responsible bidder of four (4) bids received on November 11, 2020, in the amount of $1,439,345.00 and authorizing the City Manager to execute same.
Summary
As a means to ensure that the City is continuing to meet required water demands and capacity requirements that are set by TCEQ, the City underwent design on adding an additional finished water production pump that sends water out to our potable water storage tanks. This will ensure that we continue to meet water capacity requirement until the Water Treatment Plant expansion project is completed. As a water system, this additional pump will increase our firm capacity of our finished water production from 17 MGD to 25 MGD and removes this bottleneck for our potable water supply and will buy time for the full water treatment plant expansion to be completed. This project was also identified in the 2020 Water Master Plan and is included in the capital improvement program. The attached Engineer's Recommendation and bid tabulation support the City staff recommendation to award the construction contract to Legion Development Inc. including the Base Bid plus the Add Alternate No. 1 plus Add Alternate No. 2 in a total amount of $1,439,345.00 for the project. Legion Development Inc. is the recommended low bidder for the total cost which includes adding the base bid amount of $1,060,200 plus Add Alternate No. 1 bid of $262,645 plus Add Alternate No. 2 bid of $116,345 for a total amount of $1,439,345. Add Alternate No. 1 provides for the addition of the Colorado River Water Supply Improvements Project to supply a copper ion generator for zebra mussel control at the River Pump Station and the Alternate No. 2 was to extend the copper ion solution through the pump suction pipeline just downstream the intake screens. The added incentive to include these alternatives has benefit in combining the two projects to acquire a better overall price for the City. The engineer's estimated cost for the base bid alone was $1,760,000. This project was listed in the 5-year CIP as Water Treatment Plant Expansion to 20.5 MGD.
Bid Alternate No. 1 and Bid Alternate No. 2 were previously bid out by themselves and received a single bid. Given the single bid did not provide a competitive bidding environment and was well over the engineer's estimate, staff requested City Council to reject the bid with Resolution-0787 that is also included on the agenda for consideration. This project aims to install a permanent copper ion control system in the river pump station suction pipeline and wet well which will inhibit any zebra mussel growth and remove any existing zebra mussels in both the pipeline and wet well. This system is best designed for reservoir to reservoir transfers of water with minimal impacts to aquatic life while also eliminating the invasive species of mussels that are currently in our water supply. The engineer's estimated cost for this both of these Bid Alternates combined was $480,000. This project was listed in the 5-year CIP as Zebra Mussel Chemical Control Systems.
