Approving a resolution authorizing the Competitive Sealed Proposal procurement method for construction of the Weiss Lane/Pecan Street Water Line project.

 

Summary

The item presented is to request authorization of the competitive sealed proposal (CSP) procurement method for construction of the Weiss Lane/Pecan Street Water Line project. This item is supported by the Infrastructure pillar of the Strategic Plan.


During the course of the project design, City Staff and the Design Consultant determined that the Competitive Sealed Proposal (CSP) procurement method should be the delivery method for this project. The CSP process uses a criteria based selection process for procurement of construction contracts, rather than the traditional design, bid, build (DBB) method which requires selection based only on the lowest responsible bidder. While price is important, the CSP process allows the City to make the best value determination based on the published selection criteria such as qualifications, past experience, team expertise, schedule delivery, and specifics related to the nature of the implementation of the project.​

Pursuant to Section 2269.056 of the Texas Government Code provides that if the City considers a construction contract using a construction method authorized by Chapter 2269 other than competitive bidding, the City Council must choose the method which provides the best value to the City.
City Staff and the design consultant are recommending the use of CSP for selecting a construction contractor for the Weiss Lane/Pecan Street Water Line project. The project includes approximately 10,000 LF of 42-inch water transmission main that will convey water from the water treatment plant to the west side of SH-130. Using CSP for construction is important so that the City can select a contractor with relevant and extensive construction experience, and has a history of completing projects on schedule. The CSP procurement method will allow for consideration of price, experience and reputation of offerors, quality of goods and services, safety records, and other relevant factors identified in a request for proposal, and will also allow for negotiation of both price and contract terms after proposals are submitted, thereby assuring that the City controls cost without sacrificing service or quality.

The City has used the competitive sealed proposal procurement method in the past for projects including the Water Treatment Plant Expansion, Heatherwilde Elevated Storage Facility, Animal Shelter Expansions, Central Wastewater Treatment Plant Expansion Phase I, Wilbarger Creek Wastewater Treatment Facility, and Secondary Colorado River Raw Water Line.

The Design Consultant is finalizing the documents at this time, and anticipate bidding the project this fall.

Prior City Council Action
City Council approved a professional services agreement with CP&Y, Inc. in the amount of $1,154,308 for professional services associated with the Pecan Street and Weiss Lane Water Line project at the March 10, 2020 meeting.
