Title

Approving an ordinance on second reading with the caption reading: An Ordinance of the City of Pflugerville, Texas Adopting the Pflugerville Fee Schedule; Amending Certain Fees and Establishing Costs and Fees Charged by the City of Pflugerville; Providing for a Penalty for a Violation of Section 10.99 of the City Code of Ordinances; and Declaring an Effective Date.

 

Summary

Please find the attached ordinance which updates the Master Fee Schedule for fees effective beginning December 1, 2021.

 

This schedule is an amendment to the current FY2022 Master Fee Scheule which outlines the fees to be assessed for FY22 for the Industrial Pretreatment Surcharge program.  This fee is a new fee that is assessed on Industrial Waste Customers that discharge a high strength wastewater into the wastewater collection system.  This fee is based upon analytical laboratory results from Categorical Industrial Users (CIUs) and Significant Industrial Users (SIUs) waste streams and is calculated based upon each individual industrial customer’s waste stream.  While the City currently only has a few potential CIUs or SIUs, by adopting these fees, we prepare our infrastructure for those businesses that will locate their industries within the Pflugerville wastewater system. 

 

The City Council's Finance and Budget Committee reviewed the new Industrial Pretreatment Surcharge fees included in the proposed Master Fee Schedule on October 28, 2021. The Committee received information regarding the proposed fees for the Industrial Pretreatment Program:

 

Biochemical Oxygen Demand (BOD):  $0.27/lb. greater than 250 mg/L.

Chemical Oxygen Demand (COD):  $0.15/lb. greater than 450 mg/L.

Total Suspended Solids (TSS):  $0.19/lb. greater than 250 mg/L.

Total Kjeldahl Nitrogen (TKN):  $0.65/lb. greater than 50 mg/L.

Total Phosphorus (TP):  $1.95/lb. greater than 8 mg/L.

 

Staff provided the Committee with the proposed fees, the reasons these fees are necessary, local peer city fee comparisons, and other information, as applicable.  The Committee engaged in discussion that provided valuable feedback to the changes proposed by staff.  The fees presented in the Master Fee Schedule reflect the recommendations of the Committee.  The proposed fees align with the City's Strategic Plan of preparing City infrastructure for the growth of Pflugerville in a responsible manner.  By adopting these surcharge rates, we ensure that the City's wastewater system is well equipped for the various industries that will be located in the Pflugerville community.
