Summary
The 2020 Water Master Plan adopted by City Council on April 2020 included the necessity of expanding the City's Surface Water Treatment Plant (WTP) from seventeen (17) million gallons a day (MGD) to thirty (30) MGD to serve the City of Pflugerville's residential and commercial growth. This expansion is anticipated to meet the increasing water demand through 2029.
The design for the WTP was approved in late 2020 and Ardurra Group has completed the design for the project, including: improvements to the Lake Pflugerville pump expansion, construction of pre treatment trains, flocculation basins, chlorine contact basin expansion, high service pump station (HSPS) improvements, chemical bulk storage and feed facilities, new raw sludge pump station, recycle pump station, an additional backwash clarifier, and retrofitting the existing membrane filtration system, including associated component equipment.
The City approved the alternative delivery for the project via competitive sealed proposal (CSP) in September 2021. This project was bid pursuant to Section 2269.151 of the Texas Government Code using the competitive sealed proposal delivery method, based on predefined criteria as a best value to the City.
The project was advertised on June 22, 2022, and a pre-proposal meeting was conducted on July 5, 2022. One proposal received, opened and read out loud on September 9, 2022, at 2:00 PM. The single proposal was submitted by PLW Waterworks, LLC (PLW). The total base bid was $149,500,566.00 with an additive alternate of $2,599,433.52, for a total proposal cost of $152,099,999.52.
City staff, representative from Garver, the City's Owners Representative and Ardurra group interviewed PLW staff and pursued negotiations on several items for a cost savings.These discussions resulted in a savings of $5,843,317.00, and a best and final offer submitted by PLW for a final contract value of $146,256,682.52.
The Engineer and City staff have checked references with other owners and recommend approval of the construction contract to PLW. The consulting engineering firm, Ardurra Group, recommends PLW Waterworks, LLC, the award of the construction contract for the Water Treatment Plant Expansion to 30 MGD. The expected duration of construction is 41 months. The plant is expected to be able to start delivering additional drinking water capacity in April 2025.
Prior City Council Action
September 14, 2021- City Council approved a resolution approving Competitive Sealed Proposal method of project delivery for the Water Treatment Plant Expansion.
January 25, 2022- City Council approved a contract with Memcor/Dupont to supply membrane filters for the Water Treatment Plant Expansion Project.
May 10, 2022 - City Council approved a contract with Alterman, Inc. to supply electrical equipment for the Water Treatment Plant Expansion Project.
