Approving a change order to the construction contract with PLW Waterworks, LLC., in the amount of $675,563.30 associated with the Water Treatment Plant Expansion Project, and authorizing the City Manager to execute same.

 

Summary

As part of the City's 5-year water Capital Improvements Plan, we have 3 large projects that are under construction that require coordination between each of the projects.  The Surface Water Treatment Plant Expansion project includes a new High Service Pump Station that pushes water to the new 2.0 Million Gallon (MG) Elevated Storage Tank located within the grounds of the Surface Water Treatment Plant.  From the Elevated Storage Tank, the discharge line connects to an existing 24" water line that converts the eastern area of the City's water service area to the new Elevated Storage Tank.  This 24" water line connection is part of the Weiss/Pecan Water Line Project.  As each of the projects have progressed, the City has had difficulties acquiring the last easements for the Weiss/Pecan water line project which delays bringing the new High Service Pump Station and Elevated Storage Tank online.  This 24" water line connection is only a small portion of the overall Weiss/Pecan water line project as the entire water line construction goes from the Weiss Lane and Pflugerville Parkway to the west side of SH130 at Pecan. 

 

This delay in easement acquisition for the Weiss/Pecan water line project has resulted in the 2.0 MG Elevated Storage Tank being substantially completed and the new High Service Pump Station being near completion to start commissioning.  As we are still working to close the last two easements for the Weiss/Pecan water line project, it was determined that the best course of action for the City to keep the other two projects on schedule for their milestones was to break out the 24" water line connection to bring the High Service Pump Station and new Elevated Storage Tank online.  This would allow the City to get the full warranty life out of the pumps at the High Service Pump Station and out of the Elevated Storage Tank. 

 

In order to accomplish this, it was determined by the City team and all of the design engineers on the projects to approach PLW Waterworks about developing a Change Proposal to shift the work from the Weiss/Pecan Water Line project to the Water Treatment Plant Expansion Project.  After lengthy negotiations to keep the scope of their work to only the necessary items to keep the Water Treatment Plant Expansion and Elevated Storage Tank on schedule to hit their milestones, the City received a Change Proposal from PLW Waterworks to complete this tie-in.  City staff discussed and evaluated the proposed costs for this work with the design consultants on both the Water Treatment Plant and Weiss/Pecan Water Line projects and the costs are in-line with what the estimated costs of that portion of the project were expected to be.  This Change Order would effectively transfer this portion of the Weiss/Pecan water line work to the Water Treatment Plant Expansion project and would not add any additional days to the Water Treatment Plant Expansion project.  This Change Order falls in line with the City's Strategic Goal of Infrastructure as it will allow the City's other infrastructure projects to continue to move forward while allowing the City to utilize the infrastructure currently installed to their fullest potential. 

 

Prior City Council Action

September 14, 2021 - City Council approved a resolution approving Competitive Sealed Proposal method of project delivery for the Water Treatment Plant Expansion.

January 25, 2022 - City Council approved a contract with Memcor/Dupont to supply membrane filters for the Water Treatment Plant Expansion Project.

May 10, 2022 - City Council approved a contract with Alterman Inc.to supply electrical equipment for the Water Treatment Plant Expansion Project.

November 8, 2022 - City Council approved a construction contract with PLW Waterworks in the amount of $146,256,682.52 for the Water Treatment Plant Expansion Project.

August 8, 2023 - City Council approved a change order with PLW Waterworks in the amount of $15,793,187 for the Water Treatment Plant Expansion Project.
