This item is for the award of a construction contract for the Wilke Lane (SH 45 Eastbound Frontage Road) Right Turn Lane at Pfluger Farm Lane North Project. Notices for the bid opening were posted in the Austin-American Statesman as required. The bidding process was facilitated through a plan holder website, civcastusa.com. The City of Pflugerville opened bids for the project on November 16, 2023 at 2 PM. Four (4) bids were received and publicly opened and read aloud. Lone Star Sitework, LLC is the recommended lowest responsible bidder of the bids received.
The Wilke Lane (SH 45 Eastbound Frontage Road) Right Turn Lane at Pfluger Farm Lane North project generally consists of 0.135 miles of right turn lane, grading, pavement widening, pavement markings, curb and gutter, sidewalk improvements, drainage improvements and traffic signing within TxDOT ROW.
Construction is anticipated to start Spring 2024. The proposed construction duration anticipates approximately 100 days to substantial completion and 130 days for final completion. Staff concurs with the Kimley-Horn and Associates (KHA) recommendation to award of a construction contract for the Wilke Lane (SH 45 Eastbound Frontage Road) Right Turn Lane at Pfluger Farm Lane North to Lone Star Sitework, LLC in the amount of $686,046. This approval is subject to TXDOT concurrence of awarding the project to Lone Star Site Work, LLC.
Prior City Council Action
City Council approved a professional services agreement with Kimley-Horn and Associates, Inc. in the amount of $349,995.80 for professional engineering services associated with the Pfluger Farm Lane on January 19, 2021.
City Management Office approved a professional services supplemental agreement #1 with Kimley-Horn and Associates, Inc. in the amount of $23,370.00 for subsurface utility engineering services associated with the Pfluger Farm Lane on May 18, 2022.
City Council approved a resolution approving the agreement for a local on-system improvement project (Right turn lane on SH45) associated with the Pfluger Farm Lane Project, and authorize the City Manager to execute the same on September 13, 2022.
City Management Office approved a professional services supplemental agreement #2 with Kimley-Horn and Associates, Inc. in the amount of $ 46,103.90 for NEPA Environmental Documentation services and TDLR services associated with the Pfluger Farm Lane on June 20, 2023.
City Management Office approved a professional services supplemental agreement #3 with Kimley-Horn and Associates, Inc. in the amount of $44,098.34 for bidding and construction phase services associated with the Pfluger Farm Lane on December 18, 2023.
