Title

Approving a Facility Extension Agreement with Oncor Electric Delivery to provide a construction power to the Wilbarger Creek Regional Wastewater Treatment Facility in the amount of $52,381, and authorizing the City Manager to execute the same.

Summary

As part of the Wilbarger Creek Regional Wastewater Treatment Facility construction, temporary power is required to both the office trailers for the construction management team and for a portion of the site under construction.  These two locations within the property boundaries allow for streamlined construction activities to take place across the site to allow for an efficient operation of the City’s largest capital improvement project.

The City has already contracted with Oncor for the first set of temporary power connections to be made on-site for the construction management team and staff have been coordinating with Oncor on the exact equipment and locations where the second phase of construction power is needed on the site.  After performing limited survey work and confirming there would not be any conflicts with Oncor’s proposed route to provide power to the northern portion of the site, Oncor developed a Facility Extension Agreement to provide power to the northern portion of the site that is currently undergoing construction.

While this extension of electrical equipment could be covered under the contractor Construction Manager At Risk (CMAR) contract, staff elected early in the process to have all coordination with Oncor and the cost for power to the site be contracted directly with the City instead of the CMAR.  While this requires a small amount of coordination and effort by the City to accomplish this, it also eliminates the need for the City to pay the CMAR fee of 9% on extending the electrical equipment per the CMAR contract.

This agreement meets the City’s strategic goal of infrastructure by ensuring the construction of the Wilbarger Creek Regional Wastewater Treatment Facility can continue to be constructed efficiently to provide resilient wastewater services for the City of Pflugerville.
