Approving a Professional Services Supplemental Agreement with Halff Associates, Inc. in the amount of $63,082.00 for professional engineering services associated with the Heatherwilde Subdivision Pavement Rehabilitation Project Phase II as part of the 2021 Pavement Maintenance Program and authorizing the City Manager to execute same.
Summary
On February 11, 2020, the City Council was presented, discussed and approved the 2019 Pavement Management Services Pavement Condition Report. During the meeting, several maintenance/ preservation funding scenarios were presented and an optimum distribution of the 20% preservation and 80% rehabilitation was recommended.
Utilizing this method and approach staff brought to Council at the July 16, 2020 meeting, a proposed agreement with Halff Associates for professional engineering services associated with the Heatherwilde Roadway Improvements Project as a part of the Pavement Maintenance Program where it was approved.
Staff and the consultant worked closely to expeditiously complete the Heatherwilde Roadway Improvement design where the project was then bid and a construction contract was brought back to Council for consideration at the September 22, 2020 Council meeting where it was awarded.
On October 13, 2020, City Council approved the selection of Halff Associates, Inc. for professional engineering services associated with the 2020-2022 Pavement and Infrastructure Maintenance Projects after soliciting Requests for Qualifications which then allows for negotiating various scopes of work and fee proposals.
Following thorough planning and coordination with other department’s staff presented the City’s 2021 Pavement Maintenance Program and 5 Year Plan during work session at the January 12, 2021 Council meeting which outlined the annual goals for rehabilitation and preservation.
As presented in the 5 Year Plan, with the approved budget of $1,850,000, the goals for the current fiscal year is to not only complete the second phase of the Heatherwilde Roadway Improvements Project but to also complete roadway preservation which staff is planning to bring forward for Council consideration in the near future.
The proposal being presented will provide project management and coordination, data collection, design plans and construction documents, and bid phase services for the Heatherwilde Roadway Improvements Phase II. Construction Plans for the remaining sections of the Heatherwilde subdivision are currently complete but will require updating for inclusion in the proposal being presented.

Prior City Council Action
On February 11, 2020, City Council approved the 2019 Pavement Management Services Pavement Condition Report.
On July 16, 2020, City Council approved an agreement with Halff Associates for professional engineering services associated with the Heatherwilde Roadway Improvements Projects as a part of the Pavement Maintenance Program.
On September 22, 2020, City Council awarded the construction contract for the Heatherwilde Roadway Project, Phase 1 to QA Construction Services, Inc.
On October 13, 2020, City Council approved the selection of Halff Associates, Inc. and for professional engineering services associated with the 2020-2022 Pavement and Infrastructure Maintenance Projects and authorizing the City Manager to enter into negotiations regarding various scopes of work and fee proposals.
On January 12, 2021, staff presented the 2021 Pavement Maintenance Program and 5 Year Plan to City Council during work session.
