Approving a professional services agreement with LSPS Solutions, Inc. in the amount of $139,706 for professional engineering services associated with the Lead Service Line Inventory Project, and authorizing the City Manager to execute the same. 

 

Summary

This Professional Services Agreement (PSA) is to finalize the City’s lead service line inventory as required by the Texas Commission on Environmental Quality (TCEQ) and the Environmental Protection Agency (EPA). 

Over the past 7 years, the EPA has made significant changes to address lead service lines across the nation after the Flint, Michigan crisis.  While the regulated community has been kept in the loop of these changes, TCEQ only made guidance available in late 2021 to ensure that they comply with the new EPA guidelines.  With the new TCEQ guidance, each Public Water System (PWS) will need to have a complete lead service line inventory that needs to encompass both the public side of the water line and the private water lines that are owned by every homeowner.  These inventories need to be completed to ensure that there are no lead service lines in use in any PWS across the State or to develop action plans to remove them.  

Over the past 2 years, City staff have worked with our GIS team to update and evaluate all public service lines that are currently within the Pflugerville PWS.  City staff have completed roughly 90% of the inventory, but we will need to finalize a section of older homes that were built before 1985 to evaluate the private service line and the material it consists of.  As lead service lines were phased out in the 1980s, the City of Pflugerville does not have a large amount of service line inventory that it needs to update to ensure we comply with the law, however, according to the new law we are required to assume a lead service line unless the PWS verifies it is made of another material. 

This agreement with LSPS Solutions, Inc. is to finalize the City’s existing lead service line inventory to identify and evaluate the private water line material for roughly 3,175 homes within Pflugerville’s PWS. This data will then be compiled with the City’s existing lead service line inventory and will be submitted to the TCEQ by the October 2024 deadline.  The City has worked closely with LSPS Solutions on other water and wastewater projects and they are currently performing this service for other municipalities across the State of Texas to comply with the law.

This item fulfills the infrastructure pillar of the City’s Strategic Plan by ensuring that we maintain our infrastructure to be operational at all times and promotes the public safety of those that may have lead service lines.  It is currently budgeted out of the Utility Administration budget in the “Other Professional Fees” line item for FY2024.
