Summary
This agenda item requests approval of a conditional purchase agreement and associated conveyance documents between Don H. Carroll and Lilly K. Carroll (Parcel 2) and the City of Pflugerville as necessary to acquire real property interests for the 15 Inch Northwest Wilbarger Wastewater Line Extension Project and authorize the City Manager to execute the same. The project includes approximately 1,900 LF of new wastewater line extending from an existing connection located on the west side of SH 45 and SH 130 to provide service to the area northwest of the highway interchange on the SH 130 and SH 45 within the Wilbarger Drainage Basin, as identified in the City’s 2023 Wastewater Master Plan update.
This purchase agreement with Don H. Carroll and Lilly K. Carroll in the amount of $219,500 was negotiated by the City for the required temporary construction easement (0.200 acres) and wastewater easement (0.516 acres) and is subject to the City Council approval.
This project supports the Residential and Node Development pillar of the strategic Plan, as well as the adopted Wastewater Master Plan.
Prior City Council Action
City Approved a professional services agreement with CP&Y, Inc. dba STV Infrastructure in the amount of $258,847 and authorize the City Manager to execute the same on July 9, 2025.
City Approved a conditional purchase agreement and associated conveyance documents between Venkie Property I LLC (Parcel No 4) and the City of Pflugerville as necessary to acquire real property interest for the 15 Inch Northwest Wilbarger Wastewater Line Extension in the amount of $195,297 on October 14, 2025.
City Council approved a resolution authorizing the City Manager or City Manager’s designee to execute all the documents to institute eminent domain proceedings for the acquisition of land situated for the wastewater easement and temporary construction easement in Pflugerville, Travis County, Texas and directing the City Attorney to initiate condemnation proceedings on February 24, 2026.
