Summary
NP Lakeside 130 LLC requested to enter into an agreement with the City of Pflugerville for the city to secure the acquisition of right-of-way on behalf of the development for the extension of Colorado Sand Drive. This portion of Colorado Sand Drive is located within the Lakeside Meadows development and ultimately connects to Weiss Lane. The agreement outlines the cost of acquisition being completely funded by NP Lakeside 130 LLC, with a required escrow of $2 million to be posted within 10 business days of the approval of the agreement.
Portions of Colorado Sand Drive were constructed as part of the Lakeside Meadows project, but currently terminates at a dead-end approximately 1,500 feet from making the Weiss Lane connection (near Pleasanton Parkway). Colorado Sand Drive is a minor collector roadway in the Mobility Master Plan, and the alignment of that road was set through the Lakeside Meadows Planned Unit Development. This improvement and acquisition agreement would authorize the City to acquire approximately 4.384 acres needed to complete this roadway connection at the cost of NP Lakeside 130 LLC. The agreement requires the developer to construct the segment of road at their expense in accordance with the Mobility Master Plan, their Planned Unit Development Ordinance, as well as public improvement plans in compliance with all city standards and specifications. The agreement provides that the road will be completed and accepted within 18 months of permit approval.
This item is supported by the Mobility Infrastructure and Connectivity goal of the Strategic Plan, specifically Action 2.3: Implement the Mobility Master Plan to focus on improved transportation and trail infrastructure throughout the community. This item is also supported by the adopted Mobility Master Plan.
Prior City Council Action
City Council previously entered into a similar agreement for the acquisition of this segment of Colorado Sand Dr. with another developer. That agreement expired on March 31, 2025 because funds were never escrowed for the acquisition and the extension was never acquired.
