Summary
The proposed agenda item requests approval of a Work Authorization with Seven Arrows Land Staff, LLC (7 Arrows) staff to provide right-of-way and appraisal services for the 30/24 Inch SH 45 Pump Station Discharge Line Project.
On June 25, 2024, City Council approved a professional services agreement with Black & Veatch Corporation to provide preliminary engineering report phase services on the 30/24 Inch SH 45 Pump Station Discharge Line project. The water line will run parallel to the northern frontage road of State Highway 45 and will connect the future State Highway 45 Pump Station to the 960’ Pressure Zone, providing additional conveyance capacity to support growth in the area. The design is progressing, and a preliminary alignment has been established. While this alignment currently includes eleven (11) parcels of land that will be impacted by easement acquisition within the project limits, the number may decrease as the alignment is finalized and collaboration with property owners continue. At this stage, it is critical to begin the property acquisition coordination with the affected property owners and the project team to maintain the project schedule.
The proposed work authorization includes a comprehensive list of services related to the necessary property acquisition on eleven parcels of land for the project. The scope of work includes:
1. Obtain right-of-entries
2. Maintain administrative documents and assist with recordation of easements
3. Property record research
4. Appraisal reports
5. Owner negotiations
6. Project management
If litigation work must be completed additional services will be negotiated.
Seven Arrows Land Staff, LLC is continues to be a valuable partner to the City, collaborating closely on the City’s right-of-way acquisition projects
This item supports the infrastructure pillar of the Strategic Plan by expanding the City’s water capacity for present and future needs.

City Council approved a professional services agreement with Black & Veatch Corporation, in the amount of $342,796.30 to provide Preliminary Engineering Report phase services associated with the 30/24 Inch State Highway 45 Pump Station Discharge Line Project at the June 25, 2024 meeting.
