Summary
The proposed agenda item is to approve a Work Authorization with CBRE, Inc. to provide appraisal services for the Kelly Lane Phase 3 Improvements project (Project). This Project is identified in the 2020 Transportation Master Plan, was approved as part of the 2020 Transportation Bond Program, and supports the Infrastructure pillar of the City’s Strategic Plan by widening and reconstructing the Kelly Lane roadway from Moorlynch Avenue to Cele Road , expanding the City’s transportation network and improving mobility.
The project design phase began in August of 2021, and has progressed well. It is now necessary begin the right of way acquisition for the project, of which real property appraisals is the required first step.
The CBRE, Inc., scope of work includes appraisals on twenty-seven (27) parcels identified within the Project limits. A single contract for the 27 parcels will provide conformity and consistency to the appraisal process. Appraisals are anticipated to begin in January 2023 and be complete within eight weeks. The City’s right of way acquisition coordination with the affected property owners will be initiated during this time.
Prior City Council Action
CBRE, Inc., is one of the two (2) firms that were selected to provide appraisal services at the March 8, 2022, City Council meeting. A Master Services Agreement with CBRE was executed in April 2022, and three work authorizations have been approved for their services on other Capital projects: Historic Colored Addition Project Sorento Wastewater Interceptor and Secondoray Colorado River Raw Water Line projects.
City Council approved a professional services agreement with Vickrey and Associates, LLC in the amount of $1,527,103.59 for design of the Kelly Lane Phase 3 improvements.
