Title

Approving the selection of Public Sector Personnel Consultants for completion of the City of Pflugerville Fiscal Year 2019 Compensation and Classification study and authorizing the City Manager to execute an agreement for same in an amount not to exceed $60,000.

 

Summary

On October 1, 2018, the City submitted Requests for Proposals to 13 consulting firms that specialize in public sector compensation and classification studies. Of the 13 requests we sent, only two consulting firms responded: Public Sector Personnel Consultants and Evergreen Solutions. You can see the response from the organizations below.   The response to the requests for proposal received from Public Sector Consultants is attached to this agenda item.

City staff has reviewed the proposal and scope submitted by Public Sector Consultants and recommends Public Sector Consultants as the sole finalist.  Staff feels that the City's compensation and classification system would benefit from a fresh view and does not recommend using Evergreen Solutions since they conducted the City's previous study in FY14.  Additionally, Public Sector Personnel Consultants provides an expanded range of services over Evergreen Solutions, including providing procedural manuals for maintaining compensation and classification at the conclusion of the study.  The not to exceed amount of $60,000 for this agreement is the amount allocated in the FY19 budget in the Administration Professional Services line item.

Action is requested on January 8, 2019 in order to receive information prior to the preparation of the FY20 budget.
