Title
Discuss and consider action to provide direction to city staff to prepare materials for ordering a November 4, 2014 general obligation bond election for Capital Improvement Program (CIP) Transportation,  Parks, and/or any other projects.
 
Summary
This item has been included on the agenda for discussion and potential action regarding a general obligation bond election for street and park improvements and/or any other projects.  The City Council considered ordering a May 2014 general bond election at a special meeting on February 18, 2014 and decided not to go forward at that time, but to consider it again later this year for a November 2014 election.
 
Transportation project discussion began with City Council in fall of 2013 resulting in a staff recommendation of potential projects presented to Council on February 11, 2014.  Staff  recommended an estimated bond amount total of $25 million dollars for seven projects: East Pecan, Pflugerville Parkway, Weiss Lane, Rowe Lane, Heatherwilde Blvd and two full street reconstructions in the Heatherwilde subdivision. On May 5, 2014 the Planning and Zoning Commission voted 6-0 on the City staff recommendation of the transportation road bond projects with the addition of Pfennig Lane construction.  The cost estimate in the P&Z recommendation was increased to $28 million dollars to account for the inclusion of Pfennig Lane.

Park project discussions began in the fall of 2013 with the presentation of the Parks & Recreation Commission's recommended CIP project list for FY 2014 to the City Council.  Through several meetings and discussions with both groups, the overall CIP project list was pared down to projects that were of the appropriate scale and scope for General Obligation Bonds.  Once a target funding amount was given, there was additional paring to produce the current list of projects and associated costs.  The Parks & Recreation Commission voted on a formal recommendation to the City Council for the proposed project list for the potential General Obligation Bond Election at its January 11, 2014 retreat.  City Staff supported this recommendation.

Deadline for City Council Action
If the City Council would like to call a general obligation bond election for transportation, parks or other projects on November 4, 2014, the deadline to call an election is August 18, 2014.
 
Fiscal Impact
Election costs for a November 4, 2014 election are unknown at this time, but are estimated at $10,000.  The City of Pflugerville will also hold its general election for the election of Councilmembers for Places 2 and Place 4 on November 4, 2014.  A chart showing the cost of debt service for various bonded amounts has been attached to this agenda item.
