Summary
The proposed agenda item requests the authorization to execute a Conduit License Agreement (CLA) with Astound Broadband for the use of a proposed utility duct bank being constructed in the Historical Colored Addition Subdivision. The HCA Infrastructure Improvements project includes new streets and utilities to provide infrastructure to support the existing and new developments in the local by providing improved access, fire protection, improved connectivity with other utility improvements.
The relocation of utilities from overhead to underground was recommended in the 2019 HCA Subdivision Area Study and improves the safety and aesthetics of the area and increases infrastructure resiliency. The agreement between the City and Astound Broadband identifies the responsibilities of both parties associated with the relocation of facilities. This agenda item is supported by the infrastructure pillar of the Strategic Plan.
Astound Broadband owns, operates and maintains telecommunications facilities within the Historic Colored Addition project limits. These facilities are currently distributed throughout the neighborhood on overhead poles. The proposed project improvements include removal of poles and cables with installation of underground conduit within a duct bank. The license agreement stipulates terms for Astound Broadband utilization of the proposed City owned duct bank.
Prior City Council Action
City Council approved Resolution Number 1693-19-04-09-0600 regarding the Infrastructure and Land Use Study associated with the Pflugerville’s Historic Colored Addition Subdivision on April 9, 2019.
City Council approved a Professional Services Agreement with Halff Associates, Inc. in the amount of $233,890 for professional services for the Plans, Specifications, and Estimate (PS&E) associated with the Russell Street, Caldwells Lane, Taylor Street, and Lincoln Avenue Project at the February 25, 2020 meeting.
City Council approved a Professional Services Supplemental Agreement with Halff Associates, Inc. in the amount of $175,159 for construction phase services for the Russell Street, Caldwells Lane, Taylor Street, and Lincoln Avenue Project at the July 26, 2022 meeting.
