Approving a resolution of the City of Pflugerville approving the Community Development Block Grant (CDBG) Action Plan for Program Year 2016.
Summary
The CDBG program provides annual grants on a formula basis to entitled communities to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The City of Pflugerville became an entitlement community in 2013 and developed the first 5-year Consolidated Plan and Annual Action Plan at that time. The Consolidated Plan serves as the application to the United States Department of Housing and Urban Development (HUD) for CDBG funding. The Consolidated Plan is designed to aid local jurisdictions in assessing their housing and community development needs and priorities. The priorities established by the Consolidated Plan are carried out through actions and activities each year as established in the Annual Action Plan.
The proposed 2016 Action Plan is available for public viewing until Thursday, June 30, 2016 at the following link: www.pflugervilletx.gov/cdbg or at the Pflugerville Public Library and the Travis County Community Center.
The allocated funding available for actions and activities for the 2016 Program Year is $245,000. This is an annual allocation and the estimated amount the City may anticipate receiving annually over the next five years. The projects presented reflect the needs identified by the CDBG Amended Consolidated Plan adopted by City Council in the April of 2016 which emphasizes the need to focus projects on parks, infrastructure (sidewalks, trails, streetlights) and public service including senior projects and programs.
The proposed projects include:
1. Senior Center Renovations (expansion of the senior center area within the Recreation Center)
2. Senior Park - Phase II (construction of parking and initial amenities for a park facility within Bohls Park)
3. Youth Scholarship Program

2A. Alternate Project - Senior Park Additional Amenities
Planning and Zoning Commission Action
The Planning and Zoning Commission serves as the CDBG Advisory Board. On June 6th they voted to recommend approval of the 2016 Action Plan.
Prior City Council Action
On June 14, 2016 City Council held the first of two required public hearings regarding feedback on the CDBG Consolidated Plan and Action Plan.
On June 28, 2016 City Council held the second of two required public hearings regarding feedback on the CDBG Consolidated Plan and Action Plan.
