Summary
This agenda item is a follow up to the October 13th City Council approval for selection of Kimley-Horn and Associates (KHA) to provide professional engineering services associated with the 2020-2022 Pavement and Infrastructure Maintenance Projects. Specifically, staff recommends KHA to provide design, bidding and construction administration services related to the Grand Avenue Repair project.
The proposed design services will be provided in a two-phase approach for engineering services with the first phase to include a Comprehensive Pavement Assessment and Repair Geotechnical Report prior to design and development of the plans, specifications and estimate (PS&E) for Grand Avenue. Phase 1, as proposed for the initial professional services agreement will provide a full evaluation analysis for an assessment of the current condition and determination for repairs along Grand Avenue from the limits of approximately 200’ feet south of Viki Lynn Place to Picadilly Drive.
Kimley-Horn, in conjunction with its geotechnical engineering subconsultant, Raba-Kistner, will be responsible to perform a Pavement Repair Report for Grand Avenue Parkway. The Project generally consists of completion of a visual pavement assessment, geotechnical investigation, existing utility assessment, and pavement engineering recommendations for Grand Avenue Parkway. This segment of Grand Avenue Parkway was reconstructed in 2017 and a previous Pavement Distress Evaluation of this segment was performed in April 2019 by Raba-Kistner. The pavement repair findings and recommendations (including repair locations) as prepared in the April 2019 report will be incorporated into the Final Pavement Repair Report for this project, which will be utilized to prepare PS&E for repair locations.
The specific Comprehensive Pavement Assessment and Repair Geotechnical Report will consist of the following items:
• A summary of the field and laboratory sampling and testing
• Boring logs and laboratory testing results
• General site conditions to include geology, subsurface stratigraphy, groundwater conditions, and the presence of till material, if encountered
• Engineering pavement section recommendations
• Incorporate the findings from the 2019 Pavement Distress Study
• Map of existing pavement conditions limits (rated 1-5)
• Map of proposed limits of pavement rehabilitation recommendations
• Photo inventory from the smartphone-based assessment (SBA) collection consisting of digital images captured approximately every ten (10) feet along the evaluated network
In addition to the geotechnical report, KHA will provide an opinion of probable construction cost estimate for the proposed recommended pavement sections and a presentation to City Council prior to commencing to design.
Staff recommends approval for the proposed initial phase professional services in order to have full and comprehensive assessment for the appropriate pavement repair recommendations prior to proceeding with PS&E in an effort for permanent repair of the current Grand Avenue Parkway section as previously constructed in 2017. Staff will return to Council to report findings and request the necessary supplemental engineering services to complete the second phase for design PS&E, bidding and construction related to Grand Avenue Parkway.
Preparation of the final engineering construction documents (plans, specifications and estimate) shall include but not be limited to: project design, topographic surveys where required, geotechnical investigation report from phase 1, identification of utility conflicts, coordination with utility companies, engineer’s opinion of probable construction cost, project manual and any other items necessary to successfully reconstruct Grand Avenue for the sections as determined and may include additional segments that extend up to and not limited to E. Pflugerville Parkway.
A budget amendment will be forthcoming for initial funding of the project.
Prior City Council Action
During the prior October 13th City Council approved selection of Kimley-Horn and Associates as one of two consultants to provide professional engineering services.
The City of Pflugerville solicited requests for qualifications from engineering firms for the assessment of existing infrastructure, preliminary engineering, final design, permitting, bidding, construction administration, and construction materials testing for the 2020-2022 Pavement and Infrastructure Maintenance Projects.
Identified projects may include but are not limited to:
• Grand Avenue Parkway
• FY21-FY22 Pavement Maintenance Programs
City staff received ten (10) statements of qualifications (SOQs) on September 17, 2020 which were reviewed, ranked and scored. Halff Associates, Inc. and Kimley-Horn Associates, Inc. were selected as the most qualified firms for the projects.
