Summary
This item is being brought forward for second reading in order to provide additional information not provided at the first reading and to seek additional guidance from Council on the request. If approved by Council on second reading, a third reading will be required. If denied on second reading, the request will be considered closed and a new application will be required for any future consideration of rezoning on this property.
The subject tract consists of one parcel being a 5.927-acre tract situated in the William Caldwell Survey No. 66. The subject tract was annexed into the city April 23, 2027 (ORD880-07-04-24). The property was rezoned to Urban Center Level 5 District October 9, 2007 (913-07-10-090). The subject tract has never been platted.
The lot is currently vacant. The applicant is seeking to rezone the subject lot to the Campus Industrial (CI) zoning district. It is anticipated that if rezoned, the subject property will be an extension of the industrial development currently under review for the property adjacent to east. Rezoning to CI would therefore allow for consistency and uniformity throughout the development.
Proposed District:
The applicant is proposing to rezone the property from Urban Center Level 5 (CL5) and Campus Industrial (CI). According to the UDC, PUDs are intended to encourage unique, well planned comprehensive developments, which allow varied standards by both the City and the developer to improve upon the development design or enable a unique development that would not otherwise be accommodated through straight zoning. It also helps with maintaining compatibility with existing or allowable future land uses.
This district is intended to include land which is used, or intended to be used, as an employment center, including but not limited to, land uses such as light industrial, research and development centers, multi-story offices, business services and limited retail services. It is intended to provide for places to work with the conveniences of services within a centralized area. It should be located along major arterial streets and may be located along the SH130 and SH45 corridors.
Comprehensive Plan:
The Future Land Use Map (FLUM) from the Aspire Pflugerville 2040 Comprehensive Plan, adopted in 2022, identifies the area as Employment. The Employment future land use category applies to the industrial flex space opportunities along SH 45 and SH 130. The primary uses for Employment centers are a mix of office, industrial, and flex space uses. Industrial flex space development includes a variety of manufacturing and storage uses that have a wide range of appearances and intensities. Residential uses are not appropriate within these areas in order to ensure the City’s ability to attract and maintain employment generating uses.
Staff Recommendation
The proposed zoning district of Campus Industrial is consistent with the 2040 Aspire Pflugerville Comprehensive Plan and meets the goal of work with large property owners to shift the area towards being shovel-ready to support economic opportunities. If rezoned, this will allow for continued and uniformed development for the area located near the southwest intersection of Pecan Street and Cameron Road.
For these reasons, staff recommends approval of the request to rezone the subject tract from Urban Center Level 5 (CL5) to Campus Industrial (CI).
Prior Council Action
On April 22, 2025 the City Council voted to deny the rezoning request on first reading.
Planning and Zoning Commission Action
On April 7, 2025 the Planning and Zoning Commission conducted a public hearing and recommended approval of the proposed ordinance with a vote of 6-0.
