Title

Approving a Professional Services Supplemental Agreement with Halff Associates, Inc. in the amount of $271,815 for professional engineering services associated with the 2023 Public Works Pavement Maintenance Program, and authorizing the City Manager to execute the same.

 

Summary

The proposed agenda item requests approval of a Professional Services Supplemental Agreement with Halff Associates, Inc. (Halff) in the amount of $271,815.93 for professional engineering services associated with the 2023 Public Works Pavement Maintenance Program. This item is supported by the Infrastructure pillar of the Strategic Plan.

 

On January 11, 2022 the City of Pflugerville approved and executed the Professional Services Agreement with Halff for the professional engineering design services for Street Reconstruction Package 1 as part of the 2020 Transportation Bond Program (the “Program”). Package 1 includes the following streets: Applewood Drive, Cedar Ridge Drive, Kay Lane, Meadow Creek Drive, Mountain View Drive, Oak Ridge Drive, Plumbago Drive, W. Custers Creek Bend and 10th Street.

 

During the design phase, staff identified that this adjacencies between the capital program streets and those identified for rehabilitation in the 2023 Public Works Pavement Maintenance Program. To avoid disruption from two rounds of construction within the same subdivision, this proposed amendment will split add the streets in the 2023 Pavement Maintenance Program to the engineer’s work so that the project construction can be bid together. 

 

Additionally, to avoid delays, certain bond program streets that could be constructed earlier are grouped and will be bid as Package 1A.  The streets identified to receive pavement reconstruction in Package 1A are:  Kay Lane, Mountain View Drive, Plumbago Drive, W. Custers Creek Bend and 10th Street.

 

The adjacent streets that require pavement reconstruction and pavement maintenance that will be grouped together as Package 1B.  Package 1B streets that will receive pavement reconstruction are:  Applewood Drive, Cedar Ridge Drive, Meadow Creek Drive, Oak Ridge Drive.  Package 1B streets that will receive pavement maintenance are: Willow Wood Drive, Rocky Creek Drive, Elm Drive, Twin Creek Drive, Redwood Lane, Timber Bend Drive, Cottonwood Drive, Pecan Creek Drive, Pine Creek Drive, Cedar Lane, Maplewood Drive, Maplewood Circle, Hackberry Drive, Holly Court, Jasmine Court and Sage Court.

 

The proposed amendment includes the additional  design engineering, bid and construction administration and the bidding of two construction packages.  The design is anticipated to be complete and ready for bidding for Package 1A in summer 2023, for and Package 1B in January 2024.

 

Prior City Council Action

Pflugerville City Council called a November 3, 2020 bond election for three propositions totaling $191.3 million at the August 11, 2020 meeting.

 

Pflugerville City Council approved a Professional Services Agreement with Halff totaling $467,198.76 on January 11, 2022 meeting.
