Approving a Professional Services Agreement with Austin Traffic Signal Construction Co., Inc. for a not to exceed amount of $200,000 for Traffic Signal Maintenance for fiscal year 2021 and authorizing the City Manager to execute same.
Summary
Historically, the City has utilized traffic signal contractors on an as needed basis for emergency repairs and response. Routine maintenance was not performed. In order to establish a Traffic Signal Maintenance Program with routine maintenance, emergency repairs and response, and the ability to have equipment installed when needed, staff worked with Kimley-Horn Engineering Consultants in order to identify City Signal Maintenance and operational needs and draft a Request for Proposal (RFP) to procure a maintenance and operation agreement that is most economically efficient while offering the highest value to the City. The Traffic Signal Maintenance RFP was first advertised on February 10, however, no submissions were received on the submission date of March 3, 2021, even after contacting multiple local signal contractors notifying them of the RFP. Staff then re-advertised the RFP, with some changes based on the feedback we received, again notifying multiple signal contractors and received one submittal on March 31, 2021 from Austin Traffic Signal Construction Company, Inc (ATS). The City has previously used ATS for emergency response and repairs of signals and construction of new signal installations.
The proposed agreement being recommended is for Annual Preventative Maintenance for traffic signals and flashing beacons which includes Signal System Assessment, Night Inspections, Signal Head Checks, Miscellaneous maintenance and On-Call services for the remainder of the fiscal year. The terms and conditions of the agreement are for an initial one (1) year term, with the option for two (2) subsequent one (1) year terms. At the conclusion of the fiscal year, staff will bring this item back for consideration of extending the term and additional fee for fiscal year 2022.
Upon staff and consultant review of the proposal submitted by ATS, staff and consultant are confident in ATS’s ability to provide the needed services for the City. This agreement will include the maintenance and response for TxDOT signals, as well as existing City signals. The City is finalizing agreements with TxDOT for the conveyance of TxDOT signals, which are anticipated to be placed on the May 11, 2021 City Council meeting for consideration.
Funding for this agreement was budgeted for in Traffic Signal Maintenance in the FY21 Streets and Drainage Department Budget.
