Summary
This item considers approval of a construction contract with Patin Construction LLC in the amount of $744,438 for the PA2603 Annual Trail Improvements project.
The project will construct six trail segments identified through the Pflugerville Pforward Mobility Master Plan and Trails Master Plan to close existing gaps in the City's trail network and improve connections between neighborhoods, parks, and existing trails. All six trail segments included in this project are located within the Pflugerville city limits. Improvements will be constructed in accordance with applicable Americans with Disabilities Act (ADA) and Public Right-of-Way Accessibility Guidelines (PROWAG) accessibility standards.
The project includes approximately 0.29 miles of new trail connections:
Weiss Lane Connector - 0.02 miles
Black Thorn Drive to Gilleland Creek Trail - 0.04 miles
Wilbarger Park Phase 2 to Kingston Lacy - 0.04 miles
Rauscher Drive to Town Center Drive - 0.10 miles
Tarahill Drive Trail - 0.05 miles
Cele Road Trail - 0.04 miles
While individually short, these segments address specific gaps between existing trail infrastructure and surrounding destinations, improving the continuity and functionality of the City's larger trail network.
While the bids came in over the original FY26 budget of $569,185 for construction alone, sufficient funding is available from savings realized on other Parks Capital Improvement Program projects. These savings will be used to fund the difference, and no additional funding is being requested as part of this action.
The project is being delivered through the Competitive Sealed Proposal method, which allows the City to consider factors in addition to price when determining best value. The solicitation was published on July 22, 2026, and proposals were opened on August 6, 2026. Six proposals were evaluated based on the criteria established in the solicitation, including cost, proposed contract time, firm experience and past performance, and qualifications of key personnel.
This project supports implementation of the Aspire Pflugerville 2040 Comprehensive Plan and Pflugerville Pforward Mobility Master Plan and supports the Mobility Infrastructure & Connectivity, Public Safety & Well-Being, and Community Amenities & Events pillars of the Strategic Plan.
