Approving a resolution adopting policy and procedures for naming of City Property.
Summary
This resolution establishes policies and procedures for naming or renaming City property, including buildings, facilities, streets, and other features, to ensure clarity, consistency, and an orderly process. It aligns with Section 3.14 of the City Charter and complies with an Interlocal Cooperation Agreement with the City of Austin for maintaining a regional 9-1-1 addressing database.
City Council shall be the final decision-making authority for the naming or renaming of City Facilities, Public Park Lands, and Public Streets, including Sub-facilities, if the proposed name is after an individual, entity, or corporation. City Council shall be the final decision-making authority for the renaming of City Facilities, Public Park Lands, and Public Streets.
All other naming or renaming proposals for City Facilities, Public Park Lands, and Public Streets, including Sub-facilities, may be administratively approved by the City Manager or their designee, provided such naming is consistent with this Policy or excluded from this Policy, as provided in Section III, immediately below. However, the City Manager may at any time refer a naming proposal of City Property to the City Council for consideration.
The criteria for naming a City facility, public park, or street may include geologic, geographic, cultural, historical, botanical, horticultural, scientific, or ecological features relevant to the community; branding efforts that enhance Pflugerville’s identity; significant monetary contributions; or honoring deceased individuals with notable local, regional, or broader contributions. For names involving individuals, entities, or corporations, additional considerations include legal agreements, avoiding inappropriate or negative connotations, ensuring the name is unique and aligns with the City’s values, and evaluating the fiscal impact of the name change.
During the October 8, 2024 City Council Worksession, Council received a presentation on the Naming Policy. As requested, the policy includes that names that may allude to an individual shall by approved by City Council. Additionally, clarification has been include that naming after an individual should be, not must be, in memoriam.
