Summary
The City of Pflugerville solicited bids for the FM 685 NB & SB Frontage Road at Kelly Lane Intersection Improvements Project. Through the selection process, the city and engineering consultant recommend awarding this construction contract to Joe Bland Construction, LLC.
The FM 685 NB and SB Frontage Roads at Kelly Lane Intersection Improvements Project includes the Northbound Left-turn and U-Turn Lane expansion on the Northbound Frontage Road and Kelly Lane & Southbound Left-turn and U-turn Lane improvements at Southbound Frontage Road at Kelly Lane consisting of dedicated Left turn lanes, U-turn lanes, and Signal Modifications: Grading, Embankment, Base, Asphalt Pavement, Drainage Structures, Signage, Signal Modifications and Pavement Markings.
Net length of project 2,650 feet or 0.502 miles of roadway.
Construction duration of 164 days to completion.
The goal is to provide solutions that increase capacity, improve operations and safety for vehicles and pedestrians.
The project will be funded by Roadway Impact fees and TIA escrow funds.
The improvements will enhance regional connectivity and support the Mobility Infrastructure and Connectivity Pillar of the City’s Strategic Plan by improving roadway safety, resiliency, and traffic flow.
Construction is anticipated to begin following the issuance of the Notice to Proceed, with substantial completion expected within the contract period specified in the construction documents.
Prior City Council Action
Pflugerville City Council approved a Professional Services Agreement with LJA Engineering, Inc. for $346,069.37 on professional engineering services on the project at the June 22nd, 2022, meeting.
Other administrative actions included:
Professional Services Supplements Agreement #1 on September 15th, 2023, for $47,377 to provide additional PS& E for the inclusion of the third northbound through lanes to the Agreement.
Professional Services Supplements Agreement #2 on April 22nd, 2023, for $9,927.52 to identify depth of existing underground utilities to the Agreement.
Professional Services Supplements Agreement #3 on November 4th, 2025, for $97,845.00 to provide bid and construction phase services on the project on a Lump Sum basis.
