Title

Discussion regarding the Capital Area Metropolitan Planning Organization (CAMPO) MoKan/Northeast Subregional Plan.

Summary

This item has been included on the agenda to allow for presentation and discussion.

As part of the Regional Arterials Study, CAMPO is conducting a subregional study to evaluate potential concepts and improvements for the MoKan corridor, as well as other arterials within the northeast subregion.  Using elements of CAMPO’s Platinum Planning process, the study aims to explore opportunities for improving regional connectivity by evaluating multimodal concepts for the MoKan corridor, as well as analyzing mobility needs on other selected corridors in the subregion.

Corridors being examined as a part of this plan include:

MoKan corridor from Georgetown to Austin, ~27 miles

US 79 from eastern Round Rock to the east Taylor Bypass Interchange, ~18 miles

FM 685/Dessau Road/Cameron Road between Hutto and Austin, ~17.5 miles

FM 973 between Taylor to near Manor, ~24 miles

Pflugerville Parkway/FM 1100 between Pflugerville and Elgin, ~22.5 miles

SH 95 between SH 29 and US 290, ~22 miles

On September 16, 2019, the MoKan/NE Subregional Technical Steering Commitee met and action was requested on the plan.  A motion to approve the plan with minor changes and passed with Pflugerville as the only desenting vote as the plan does not reflect the MoKan corridor as a regional hike and bike facility.  The Technical Advisory Committee (TAC) will consider the subcomittee's recommendation on September 23rd before their requested vote that will be provided to the Policy Board on October 7th.

Prior City Council Action

The City Council approved Resolution 1709-19-08-13-0633 on August 13, 2019, expressing its support for use of the Mokan corridor as a regional hike and bike facility.
