Summary
The Parks and Recreation Department seeks City Council approval for a Memorandum of Understanding (MOU) between the City of Pflugerville and the Pflugerville Park Foundation (PfPF). This MOU establishes the Foundation as the official nonprofit fundraising partner for Pflugerville parks, facilities, and recreation programs. It formalizes a cooperative framework, detailing the roles and responsibilities of both parties in identifying and funding community-generated park projects. The MOU enhances the City’s ability to secure donations and grants for park improvements.
PfPF will collaborate with the Director of the Parks and Recreation Department (PARD) to identify projects for fundraising and is authorized to use the city's name and website to solicit donations. PfPF operates as a separate legal entity, retaining control over its operations and decisions regarding project participation. The City of Pflugerville retains ownership and operational control over parks and facilities, as well as final authority on project approvals, ensuring alignment with the PARD's master plan and priorities.
In 2023, the Parks and Recreation Commission formed a subcommittee to explore the possibility of starting a Park Foundation and, in 2024, the PfPF was officially established as a 501(c)3 non-profit organization.
