Approving a Phase I Agreement with Freese and Nichols, Inc. in the amount of $67,570 for professional engineering services associated with a pressure plane study, system modeling and site determination analysis for the Heatherwilde Elevated Storage Tank Project.
Summary
Phase I will include a pressure plane study, system modeling and site determination analysis. Phase II will include design and construction of an elevated water storage tank up to 1.5 million gallons in size. The City has preselected two possible locations for the elevated tank. The consultant will work with City staff and conduct a specific site determination analysis to assist the City in determining the final location of the proposed elevated storage tank.
Phase II services will be negotiated at the completion of Phase I and will include preparation of the final engineering construction documents which shall include but not be limited to: project design, topographic surveys where required, geotechnical investigation, environmental assessment and environmental clearances, identification of utility conflicts, required utility adjustments and replacements, coordination with utility companies, determination of ROW/easement acquisition, preparation of ROW/easement acquisition metes/bounds and sketch, preliminary and final engineer's opinion of probable construction cost, project manual and any other items necessary to successfully construct this project.
The attached agreement has been reviewed and approved as to form by the City Attorney.
Status
City staff has negotiated with Freese and Nichols, Inc. to establish a scope, schedule and fee for the project. Freese and Nichols, Inc. was selected as the most qualified firm for this project. The City Council approved staff to begin negotiations with Freese and Nichols, Inc. on October 14, 2014.
Projected Future City Council Action
A future agenda item will be scheduled for consideration and approval of a supplemental agreement for Phase II for professional engineering services following Phase I of this project.
Fiscal Impact
Funding for this project which was included as a part of the approved 5-Year Utility Capital Improvement Program in the fiscal year 2014-2015 budget will come from a combination of utility fund balance and future bond funding.
Staff Recommendation
Staff recommends approval of the agreement.with Freese and Nichols, Inc. for professional engineering services associated with the Heatherwilde Elevated Storage Tank Project in the amount of $67,570.
