Title

Discuss and consider action to authorize the City Manager to execute Change Order #1 in the amount of $313,338 with Prota Construction Inc. & Prota Inc., JV for additional utility improvements associated with the North Travis County MUD#5 Phase 1 Water Distribution project.

 

Summary

A construction contract with Prota Construction Inc. was executed on April 20, 2015 in the amount of $2,024,301 for the North Travis County MUD#5 (NTCMUD#5) Phase 1 Water Distribution project. 

 

The original scope of work for this water distribution project included construction of approximately 6,883 linear feet (LF) of 24” water main, 710 LF of 16” water main, 100 LF of 12” water main and 1,550 LF of 8” water main along portions of Pflugerville Parkway, Wilke Ridge Lane, Heatherwilde Blvd. and in the Royal Pointe subdivision. In addition, this project will provide secondary water connections and allow for increased capacity for existing and proposed development.   

 

After award of this bid to Prota Construction, Inc., the fact that the total quantity included for ductile iron fittings was half of the amount needed was discovered.  Although this miscalculation of quantity by the design engineer had no impact on the bid results,  it does effect the total costs for the project and payment to the awarded contractor.

Also included in Change Order #1 are additions as well as deductions to quantities for items discovered in the field as part of the initial aspects of construction.  Upon excavation of existing infrastructure, it was found that as-built record drawings did not reflect the existing water lines in the field.  Adjustment in quantities is necessary to mitigate the measures as found in the field and proceed on schedule with the project.

Lastly, it was found that part of the water improvement was crossing a designated wetland.  In order to continue with the project and avoid a severe delay in acquiring an appropriate permit, the City requested the contractor provide a cost for boring of the necessary location rather than open cut.  By boring the area in questions, all environmental aspects are addressed and the issue is mitigated. 

When completed, this project, in conjunction with a series of projects in coordination with Manville WSC, will allow the City to provide the water as well as the retail water service for the NTCMUD#5 area. The construction of this entire project is anticipated to take 180 days. No additional time is being allocated to the project as a result of this change order.

 

Prior City Council Action

At the April 14, 2015 meeting, the City Council authorized the city manager to execute a construction contract with Prota Construction Inc. for $2,024,301.

Fiscal Impact

The funding for change order #1 is within the construction contingency budgeted for the project. This project is funded through the utility fund portion of the 2014 certificates of obligation.

Staff Recommendation
Staff recommends approval of this item authorizing the City Manager to execute Change Order #1 with in the amount of $313,338 with Prota Construction Inc. & Prota Inc., JV for additional utility improvements associated with the North Travis County MUD#5 Phase 1 Water Distribution project.
