Authorize the City Manager to execute a job order contract with Jamail and Smith in the amount of $1,043,990.70 through the The Cooperative Purchasing Network (TCPN) for the installation of solar panels for the Water Treatment Plant.

 

Summary

During the April 12, 2011 City Council meeting, the City of Pflugerville accepted a grant through the State Energy Conservation Office (SECO) in the amount of $870,038 for the installation of a 100 kW photovoltaic system on the roof of the Water Treatment Plant.  The City is required to match 20% of the cost of the project, approximately $174,007. 

 

As this project was evolving, the possibility of using job order contracting to complete the project was investigated.  Staff is recommending approval of a job order contract with Jamail and Smith for this project.   Job order contracting operates very much like the state purchasing cooperatives, such as Buy Board.  The estimated cost of a project is done with the use of an approved unit pricing catalog.  A local area coefficient based upon location of the project and a coefficient applied through The Cooperative Purchasing Network (TCPN) are used to calculate the final amount.  The coefficients and their associated credits are shown on the attached proposal from Jamail and Smith.  TCPN awards contracts for job order contracting to companies through their approval process.  Jamail and Smith are authorized job order contractors. The City of Pflugerville has been a member of TCPN since 2002 and can participate in the program.   Staff has received copies of Jamail and Smith's contractor insurance, TCPN authorization and checked references for prior work.  Jamail and Smith have extensive experience with SECO grants and will be able to assist staff with SECO reporting requirements during this project.

 

Oncor was contacted to investigate the possibility of their participation in this project through their grant funding for peak reduction projects.  Oncor has accepted the City's application to fund the City's share of this project.  In addition, due to available funding and pricing through the TCPN system,  the size of the project was increased to 141 kW, with the addition of enhanced energy savings information that will be displayed through the web.  The cost of the system is stated upon the attached proposal in the amount of $1,043,990.70.  The SECO grant will fund $870,038; Oncor will fund the difference up to $174,720.52.

 

Prior City Council Action

The SECO grant was applied for and awarded as noted above.

 

Deadline for City Council Action

A requirement of the SECO funding is to complete the work by December 31, 2011.  Jamail and Smith have told staff that this project can be completed in 60 to 90 days, depending upon the timing of acquiring the solar panels. 

 

Fiscal Impact

There will be no fiscal impact to the City.  The SECO grant and Oncor energy rebate will fund the entire project.

Authorize the City Manager to execute a job order contract with Jamail and Smith in the amount of $1,043,990.70 through TCPN for the installation of solar panels for the Water Treatment Plant.
