Title

Approving the purchase for Adaptive Traffic Signal Control equipment in the amount of $108,300, and authorizing the City Manager to execute the same.

Summary

With the growth of the city, staff has taken action to implement not only improvements to roadway infrastructure and network but also to the technology that enables efficient use of these improved roadways. Previous strides towards improving our network include creating the communication system, connecting all traffic signals. Further improvements included the implementation of the Advanced Traffic Management System (ATMS), allowing for control and monitoring of traffic signals remotely as well as providing real time information to a central hub so that signal performance can be monitored and staff alerted of inconsistent performance requiring immediate attention.

While conventional traffic signal systems use programmed timing, adaptive signal control utilizes technology to adjust timing of the red, yellow, and green lights to accommodate changing traffic patterns so that traffic congestion can be mitigated. The equipment being recommended is required in order to upgrade three intersections so that city staff can move forward with this Adaptive Traffic Signal Control pilot program. The pilot program will consist of include six intersections along FM 685.

The benefits of having an adaptive traffic signal control system includes

-                     Equitable green light distribution for all traffic movements.

-                     Improve traffic travel efficiency

-                     Reduce congestion

This item is supported by the Safety and Infrastructure pillars of the Strategic Plan.
