Title

Approving a Professional Services Supplemental Agreement with Garver, LLC. in the amount of $3,980,517 to provide owner representative services associated with the Surface Water Treatment Plant Expansion Project construction and post-construction phases and authorizing the City Manager to execute same.

 

Summary

Given the importance and the level of technicality of the Surface Water Treatment Plant Expansion Project, an Owner’s Representative (Garver, LLC) was approved and brought on board during the design and bid phases to assist the City with the successful completion of the drawings and specifications for the bid phase. This Supplemental Agreement with Garver, LLC is necessary to continue with the project’s Owner’s Representative (OR) services and it is for the Construction and Post Construction phase of the Surface Water Treatment Plant Expansion Project.

 

The Surface Water Treatment Plant (SWTP) currently provides 17.7 million gallons per day (MGD) and to maintain adequate capacity for the future population growth, the Water Master Plan recommended that the City expand the SWTP in four phases over the next 30 years. Each expansion will allow the City six to seven years of operation before the next expansion is required. The first expansion, and the basis of this project, is slated to take place this year 2022 to expand the plant 30 MGD.

 

Bid Package is planned to be ready this month May 2022, Bid Phase June 2022 to July 2022, Construction Award August 2022, and Facility in operation by January 2026 including the new membrane filtration cells and the staggered retrofitting of the existing membrane filtration cells.

 

The Surface Water Treatment Plant Expansion Project will lead us to comply with the goals included in the City’s Strategic Plan for Infrastructure, such as resilient and operational infrastructure that it is designed to grow and to comply with the City’s Water Master Plan.

 

The Owner’s Representative will serve as the City’s representative and liaison between the Design Engineer (Ardurra), selected General Contractor, approval agencies and other vendors throughout the project. The Owner’s Representative, in general, shall coordinate all project matters during the construction phase. The Owner’s Representative shall advocate for the City interests of quality, timely and cost sensitive construction while maintaining professional relationships with all parties. The Owner’s Representative will be responsible for aligning the project with the City’s goals and objectives and overseeing the delivery of the project at the best and lowest price in the marketplace and highest degree of functionality and quality.

 

Tasks included are:

1.                     Project Management and Administration.

2.                     Construction Coordination and Management (includes Start-Up and Commissioning Procedures).

3.                     Construction Observation.

4.                     Funding and Regulatory Support.

Prior City Council Action
On March 10, 2020, City Council approved a professional services agreement with Garver in the amount of $199,820 for owner's representative services associated with the Surface Water Treatment Plant Expansion Project. The services included an initial planning phase, in which Garver engaged with City Engineering and Operations staff to assess the suitability of the current treatment process technology and performed a comparative analysis to determine the best path forward for the future expansion.

On August 25, 2020, City Council approved a professional services agreement with Garver in the amount of $1,220,657.00 for owner's representative services associated with the Surface Water Treatment Plant Expansion Project. The Supplemental Agreement is for the design phase of the WTP Expansion project including consultant procurement and acting as the City’s OR for preliminary engineering through 100% design and bid phase services.
