Summary

This item is for the approval of the Old Town Park Master Plan, which establishes a bold, community-driven vision for one of Pflugerville’s most iconic public spaces. Located in the heart of Old Town and near Historic Downtown (200 W Hoopes Ave), the park and its historic water tower are reimagined as a dynamic destination that blends creative placemaking with recreation, gathering, and civic pride.

 

The plan reflects extensive public input through over 1,200 community touch points, including an online survey, targeted neighborhood engagement, and outreach at major community events such as Deutschen Pfest and Rock the Block. TBG Partners and BRS Architecture led the design process, with the Parks and Recreation Commission and Planning and Zoning Commission serving as the project’s steering committees.

 

The concept includes a new multi-generational play area, interactive water feature, shaded pavilion and lawn, discovery gardens, and a signature elevated trail that unifies both sides of the park while reinforcing the city’s identity as the Trail Capital of Texas. The master plan also responds to City Council feedback from the April 22 worksession, which emphasized increasing usable park space by incorporating additional portions of Hoopes Avenue and strengthening active transportation connections to the surrounding neighborhood, nearby trails, and downtown.

 

The plan was recommended for approval by the Parks and Recreation Commission on May 15, 2025, and by the Planning and Zoning Commission on June 2, 2025. The project incorporates a phased implementation approach, enabling it to progress incrementally in alignment with the availability of funding and future Council decisions.

 

This plan supports the City Council’s Strategic Goal to engage the community through vibrant parks and recreation services and aligns with the Parks, Recreation, and Open Space Master Plan and the Aspire Pflugerville 2040 Comprehensive Plan.
