Discuss and consider action to approve an agreement with Schrickel, Rollins and Associates (SRA) to develop a Community Park Master Plan including professional services for the design, bidding and construction administration for the early completion of a practice facility and and authorizing the City Manager to execute the agreement.
Summary
The scope of work for this project will include master planning for the overall community park and design and construction administration for the early completion of a practice facility. The park is planned for development in phases and will serve the immediate and future needs for sports facilities and also provide passive/natural amenities. Working cooperatively with the City of Pflugerville’s Capital Improvement Program staff, the Parks and Recreation Department, and the citizens of Pflugerville, SRA will develop a community park master plan and a practice facility as part of that plan.
Upon completion of the Master Plan, this contract will be amended to include the design and construction of the first phase of the Sports Complex.
Preparation of the final engineering construction documents shall include but not be limited to: project design, topographic surveys where required, geotechnical investigation, environmental assessment and environmental clearances, identification of utility conflicts, required utility adjustments and replacements, coordination with utility companies, determination of ROW/easement acquisition, preparation of ROW/easement acquisition metes/bounds and sketch, preliminary and final engineer’s opinion of probable construction cost, project manual and any other items necessary to successfully construct this project.
This project will be designed in accordance with the City of Pflugerville’s 2015 Edition of the Uniform Development Code and 2015 Edition of the Engineering Design Guidelines & Construction Manual.
Status
City staff is negotiating with Schrickel, Rollins and Associates to establish a scope of services, schedule and fee for this agreement.
Prior City Council Action
At the November 10, 2015 City Council meeting, SRA was selected as the most qualified engineer from the firms that submitted SOQs.
The City also acquired 237 acres of land to be developed as a community park and to serve the City’s growing sports and recreational needs at the August 25, 2015 City Council Meeting.
This item was tabled at the January 12, 2016 City Council meeting to allow the consultant to come back with changes to the agreement allowing for additional public input process. The item was to be considered again on Saturday, January 16, 2016. An amended agreement will be provided to the City Council at that time.
Fiscal Impact
Funding for this project is from the 2014 General Obligation Bond.

Staff recommends reviewing and considering approval of an agreement with Schrickel, Rollins and Associates for professional services associated with design, bidding and construction administration of the Community Park Master Plan and Sports Complex Construction project..
