Discuss and consider action to approve an agreement between the City of Pflugerville and Southwest Water Company (SWWC) Utilities, Inc., d/b/a Windermere Utility Company, Inc, concerning water and sewer rates.
Summary
The City staff has been meeting with representatives of SWWC since the interim agreement which dismissed the administrative proceedings and other actions related to the proposed consolidation and rate increase was signed on April 10, 2012. Within that interim agreement, the City agreed to extend its existing wholesale water delivery contract with Windermere for at least 12 months from the effective date of the agreement to April 10, 2013. The City Council subsequently approved a third amendment to the wholesale water agreement with Windermere Utility Company on September 25, 2012, extending the agreement until September 30, 2013, and on April 9, 2013, approved a fourth amendment to the wholesale water agreement with Windermere Utility Company and an additional one-year extension of the wholesale water agreement until September 30, 2014.
This proposed ten-year agreement for consideration would provide for increases to Windermere Utility Company water and sewer rates as an annual CPI adjustment.
