Discuss and consider the 5-year Capital Improvement Plan (CIP) for Fiscal Years 2026-2030.
Summary
Discussion regarding the Fiscal Years 2026-2030 Five-Year Capital Improvement Plan, and the investment in the City's infrastructure and correlation to the Aspire Pflugerville 2040 Comprehensive Plan, as well as the long-range planning documents adopted as an extension of the comprehensive plan, which includes the following:
-Water Master Plan
-Wastewater Master Plan
-Transportation Master Plan
-Parks, Recreation and Open Space Master Plan
-Reclaimed Water Master Plan
-Drainage Master Plan
As required by the City Charter, the Planning and Zoning (P&Z) Commission annually reviews and submits a 5-year Capital Improvement Plan to the City Council and City Manager at least 120 days before the beginning of the budget year that starts in October. The plan must include a prioritized list of projects that are programmed with a recommended year of construction. Please refer to the attachment for specific project and details on funding source and timing of each proposed project.
Following the April 7 meeting, staff updated the plan to include a list of CIP Projects by funding source. We have also included one new facilities project to construct a dark fiber connection to three core treatment facilities (Reclaimed Waterline to 1849 Park, Wilbarger Interceptor and Weiss/Pecan Waterline) into existing conduit. Cost increases in General Fund projects were added to reflect inflation percentages or updated construction costs received for three projects (Facility Condition Assessment, Annual Trail Improvements, and FM685 at Steeds Crossing). Three wastewater projects (Boulder Ridge Lift Station and Expansion and Force Main, NW Wilbarger Wastewater Line Extension and Upper New Sweden Interceptor) had updated cost increases added due to an increase in construction costs.
