Title
Discuss and consider action regarding the scope of the proposed animal shelter expansion.

Summary
This item is being presented to provide a recommendation to the City Council for the animal shelter expansion. Staff presented a phased approach to the expansion of the animal shelter over an undefined period of time last year. Phase 1 improvements reflected in the attached materials is proposed to constitute the animal shelter expansion with the funding recently approved by the City Council. While the graphic notes "convert meeting room to temporary offices," staff proposes to include office space in "animal services" building that in the future would be suitable for conversion to other staff office needs.

Status
Quorum Architects, Inc. was selected to develop conceptual architectural plans for the animal shelter proposed in the 2015 bond election and provided plans for the renovation of what is now the the dog adoption shelter. Staff proposes to continue working wih Quorum to prepare plans for the proposed animal shelter expansion at the current location generally consistent with the concepts presented by the staff on December 8, 2015. Preliminarily, staff anticipates bidding of the project for construction in September, and starting construction in January 2017 with completion by October 2017.

The City Council approved the allocation of funding for the animal shelter expansion on April 26th. See fiscal impact information provided below.

Fiscal Impact
The fiscal impact associated with the item is not to exceed $2 million, based on the $400,000 approved in reserve funds and $1.6 million anticipated from the issuance of certificates of obligation. The projected costs are shown on the attached sheets is subject to change, but the resultant project would remain within budget.
