Summary
This item is to ratify the repairs made to the air conditioning units located at the Central Wastewater Treatment Plant’s electrical buildings that were damaged by freezing temperatures this past winter. As City staff was still working to finalize the negotiations on the responsible party given the progress on the Central Wastewater Treatment Plant Expansion project, there were delays in getting the units repaired, but eventually the City ran out of time to get the units running to prevent any critical electrical failures with new equipment.
As the City has used the Brandt Companies on a variety of HVAC unit repairs and installations previously, staff called them to inspect the units for damage. After inspection of the units, it was determined that the heat trace used for the chiller water for the units was wired into a circuit that was prone to prematurely tripping without any alert to staff. This allowed freezing temperatures to cause the chiller water lines to freeze and become damaged. The repairs needed were along the entire plumbing lines for the chiller units that are responsible for the climate control for all of the electrical buildings at the Central Wastewater Treatment Plant. As it couldn’t be determined on the extend of the repair until all of the insulation was removed and staff needed to have the units online before the summer months, City staff provided authorization to move forward on with the repairs to prevent critical component failure.
After the lines were repaired, staff immediately worked to rewire the power for the heat trace lines for the chillers to be on a dedicated circuit that can be verified to be working properly every winter without the worry that the circuit could trip while being unk...
