Summary
This agenda item request approval of a Professional Services Agreement with Holt Engineering, Inc. in the amount of $77,143.62 for Construction Materials Testing services associated with the Kelly and Phase 2 roadway improvements project. This agenda item supports the Infrastructure pillar of the Strategic Plan, by ensuring the roadways built will meet current and future needs.

The Transportation Master Plan which was adopted by City Council in November 2019 identified Kelly Lane as one of the three major regional connections of the City’s East-West corridors. While a large portion of traffic on Pflugerville’s roads serve residents, a substantial component of traffic is from regional travel. Continuing the Phase 2 improvements of Kelly Lane eastward, make Kelly Lane as an arterial and major regional thoroughfare. This expansion is anticipated to meet the increasing traffic volumes so Kelly Lane can operate efficiently and safely in the year 2040.

Construction Materials Testing services are required to support the Kelly Lane Phase 2 roadway improvement project. City Staff reached out to Holt Engineering, Inc. and obtained a proposal for construction materials testing services. The scope of the work includes the observation, material testing and documentation of construction activities to maintain compliance assurance with construction specifications. This work includes certified field technicians and project materials testing oversight for the duration of the construction activities. The specific tasks include:
