Title

Discussion regarding water conservation and restrictions.

Summary

This item has been included on the agenda to provide an update and information on water conservation and restrictions.  As discussed in the July 25, 2011 City Manager report, the Stage 2 mandatory water restrictions will be implemented by LCRA within the next several days, if it hasn't been already.  The trigger point for that action is 900,000 acre feet of water in Lakes Travis and Buchanan.  The mandatory restrictions are identical to the voluntary ones that began on May 1, 2011.  Residences are allowed to water twice a week with no watering between 10:00 AM and 7:00 PM.  Nonessential use of water such as filling  pools or washing sidewalks and/or driveways is prohibited.  Per our wholesale water agreements, Windermere, Manville and the City of Manor are required to enforce the same level of water restrictions as the City of Pflugerville.

City staff will notify our wholesale customers when Stage 2 is mandated by LCRA.  The City is required to notify our retail customers by mail as soon as possible.   In addition, information will be provided at the Utility Receivable window, the City's website, facebook, twitter, the notice on the utility bills, a press release, notification of HOA contacts, a slide on PfTV, and of course, the Key to the City.  If possible, the portable police sign will be moved around the City with information on Stage 2.

Based upon information provided by LCRA, it is unlikely that the City will move to further water conservation stages prior to January of 2012.  City staff communicates with LCRA on a regular basis.
