Summary
Since fiscal year 2012, the City of Pflugerville has solicited sealed bids for contractual mowing for both parks and rights-of-way. The bid information and bid tabulation sheet for the parks contractual mowing are attached to this agenda item. References, insurance and other information requested in the bid packet have been checked and verified by staff.
The lowest responsive bid for the contractual mowing of parks was $89,357.76 from International Building Services. The bid from the lowest bidder, Landscape Ranch Services, was considered to be non-responsive since the company does not possess the required equipment as specified in the bid. The second lowest bidder, Heart of Texas Landscape and Irrigation, asked in writing to be withdrawn from consideration. A previous agenda item recommended awarding the contract for mowing of rights-of-way to International Building Services.
The Parks department evaluates the areas of the City that they are responsible for mowing and modify the acreage annually. The area has been increased in the bid proposal by about 16 acres to a total of 146.97 acres. Privatizing this effort has been very successful for the City as the mowing is being done at less cost than has been calculated using city personnel. Using enhanced methods of reaching qualified bidders has increased interest among contractors in the city's bid.
Deadline for City Council Action
Staff would ask the Council to authorize this action at this meeting in order to expedite the issuance of the purchase order.
Fiscal Impact
The expense for contractual mowing of parks is included in the fiscal year 2016 budget in the Parks Maintenance department maintenance contract line item.
