Title
Discussion and possible action regarding Community Development Block Grant (CDBG) program Consolidated Plan and Action Plan.

Summary
The CDBG program provides annual grants on a formula basis to entitled communities to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The City of Pflugerville became an entitlement community in 2013 and is currently developing the first 5-year Consolidated Plan and Annual Action Plan. The Consolidated Plan serves as the application to the United States Department of Housing and Urban Development (HUD) for CDBG funding. The Consolidated Plan is designed to aid local jurisdictions in assessing their housing and community development needs and priorities. The priorities established by the Consolidated Plan are carried out through actions and activities each year as established in the Annual Action Plan. A component of the Consolidated Plan is a strategic plan which assists in outlining potential activities that would be included in the Action Plan for the current or subsequent program years.
The allocated funding available for actions and activities for this first cycle is $232,501. This is an annual allocation and the estimated amount the City may anticipate receiving annually over the next five years. Anticipated projects include sidewalk and accessibility infrastructure along Edgemere Drive between Ramble Creek and Windermere Park, sidewalk improvements along the west side of Heatherwilde between Black Locust and Pfennig Lane, parks improvements at Windermere Park and a youth scholarship program. These projects were selected based on the needs identified in the Consolidated Plan and would be projects anticipated to be completed through the Action Plan during the 2014 CDBG Program Year which runs from October 2014 to September 2015.
