Summary

This item considers approval of the Pflugerville Athletic Feasibility Study, prepared by Parkhill, which evaluates the City’s current and future needs for athletic field infrastructure.

The study identifies a significant existing gap in athletic field capacity, with approximately 33 acres of available field space compared to an immediate demand of 55 acres, resulting in a current deficit of 22 acres. It further projects increasing demand over time due to continued population growth and participation in youth and adult sports.

The feasibility study includes a comprehensive assessment of existing facilities, projected needs based on National Recreation and Park Association standards, and input from local sports organizations and stakeholders. Engagement efforts highlighted strong and growing participation across multiple sports, with several organizations already experiencing capacity limitations and turning away participants due to lack of available field space.

In addition to identifying needs, the study outlines a recommended field program, evaluates potential sites using GIS-based suitability analysis, and provides planning-level cost estimates, phasing strategies, and a long-term implementation framework. The study is intended to serve as a foundation for future capital planning, land acquisition, and development of athletic facilities over the next 20 years.

Approval of this study does not commit the City to construction but provides a data-driven roadmap to guide future decision-making related to athletic infrastructure and investment.
